Efforts to resolve the longstanding Cyprus dispute hit a roadblock Wednesday as Turkish Cypriot leader Tufan Erhürman and Greek Cypriot leader Nikos Christodoulides failed to agree on new confidence-building measures. During their hourlong discussions held in the United Nations-controlled buffer zone, the focus was on how to advance the negotiation process. However, both leaders acknowledged an impasse in reaching an accord on new initiatives aimed at bolstering trust between the two communities.
Erhürman expressed concern that internal and external factors were undermining the existing trust between the communities. He highlighted the importance of creating a conducive environment for progress, as emphasized by UN Secretary-General António Guterres. According to Erhürman, this would necessitate the introduction of fresh confidence-building measures and a commitment from both sides to refrain from actions that could erode mutual trust further.
The meeting also touched on the absence of Maria Angela Holguin, the UN secretary-general’s personal envoy on Cyprus, who was unable to visit the island due to illness ahead of the UN General Assembly. The Cyprus peace process has seen numerous setbacks over the years, most notably the collapse of reunification talks in Crans-Montana, Switzerland, in 2017. While the Turkish Cypriot side continues to push for a two-state solution based on sovereign equality, previous negotiations have centered on a federal model.
Despite the setback, the two leaders are set to reconvene in the UN buffer zone on September 17. This upcoming meeting is expected to proceed without the presence of Holguin. The ongoing efforts aim to find a resolution to the Cyprus issue, a conflict that has persisted for decades, affecting the island’s communities and broader regional dynamics.
